Macau
Formerly a colony of Portugal (until 1999), MACAU is now a special administrative region of China. Portuguese and Cantonese are official languages.
Television signals can be received from China, as well as nearby Hong Kong.
(Hong Kong's Rediffusion station RTV transitioned from cable to terrestrial broadcasts in April 1973; those transmission signals would have reached Macau. From June 1973, a run of black and white Jon Pertwee episodes of Doctor Who began airing (albeit in English only). When RTV switched to a PAL colour service, those signals would not have been compatible with all TV receivers in Macau, so it's unclear which if any episodes of Doctor Who could have been seen in Macau.)
It's likely that one or both of the Peter Cushing Dalek movies was shown there, as movies with Chinese subtitles were often sourced from Hong Kong, where the films had played in 1969 and 1974.
