Formerly a colony of Portugal (until 1999), MACAU is now a special administrative region of China. Portuguese and Cantonese are official languages.
Television signals can be received from China, as well as nearby Hong Kong. (When RTV transitioned from cable to terrestrial broadcasts in 1973, black and white Jon Pertwee episodes of Doctor Who in English could have been seen from June onwards; RTV switched to a PAL colour service in 1975 which may not have been compatible with TV receivers in Macau.)
It's likely that one or both of the Peter Cushing Dalek movies was shown there, as movies with Chinese subtitles were often sourced from Hong Kong, where the films had played in 1969 and 1974.
